An archive, library, museum or university can run qrate on any number of machines, for any collection, without payment or permission. The license governs distribution of the software, not use of it.
Commercial licensing
If the AGPL does not fit your case, ask. The copyright holder can license their own work separately; other contributors would need to agree for theirs.

The bundled English dictionaries derive from SCOWL, © 2000–2018 Kevin Atkinson, with portions from WordNet 1.6, © 1997 Princeton University. Both permit use, copying, modification and distribution without fee, provided the notices travel with the copies.Downloaded at your request
qrate can fetch any dictionary published by wooorm/dictionaries. Those are not distributed with qrate, and each one carries its own license. Several are GPL.The license is shown in the language list before a download starts.
